For me, the first time I heard that line, I pictured a large white warehouse type room, with rows and rows of children laying in hospital-like beds with tubes connected to them. This really struck me as well as PTO being old; this society has existed for a long time, at least underground. I guess thats just another part of this movie's experience, you forget about the passage of time, and another part of the world they lose without their conscientiousness

I saw an analogue with Christ's "suffer the children to come unto me" scene in the New Testament. It emphasized to me that Sen isn't in fact the villian that he appears to be in the first act of the film. In fact, he's instead a very gentle and loving man that merely wants to help his fellow man and society work a little better through his "adjustments."

Supporting the Christ analogy is Sen's heartfelt prayer to the huge image of OOM (and since it wasn't a proper confessional booth he was effectively praying to the cosmos or to the true God ...).
